European Union Legislative Process
The European Union is comprised of three main bodies, the European Commission, European Parliament, and European Council. The European Commission has 27 appointed members who serve five year terms. The European Parliament is comprised of 785 Members that are elected once every five years by voters representing the 27 Member States of the European Union. The European Council is comprised of appointed officials from each member state that are usually expert officials from their respective countries.
To adopt a directive, or legislative act, all three bodies participate in the legislative process called the Codecision Procedure.
