Steven Andrews helps companies understand environmental regulations and how they are enforced. He is an internationally recognized expert, with more than 17 years of experience in EU policy development focusing on sustainability, product, waste and recycling legislation.

As the former Deputy Head of the Resources & Waste Division at the UK Department for Environment, Food & Rural Affairs, he led teams responsible for developing and enforcing policy around the RoHS and Waste Electrical and Electronic Equipment (WEEE) directives, as well as broader environmental legislation

Chris Cleet | Vice President, Policy, Environment and Sustainability, ITI

Chris Cleet provides expertise on technical environmental issues such as materials restrictions and best practices for electronics recycling. He leads the Environmental Leadership Council's Product Stewardship and Green Procurement committees which aim to ensure that environmental standards, and state, federal and international laws are based on sound science.

He is a certified qualified environmental professional (QEP) through the Institute of Professional Environmental Practice (IPEP).

Tiahna Jeffers, Regulatory Compliance Consultant, The Compliance Map

Tiahna Jeffers helps clients with a wide range of environmental compliance legislation including conflict minerals, supply chain due diligence, California Prop65, copyright levies, REACH, RoHS, SCIP and POPs with a particular expertise in EPR. Jeffers has been working within environmental compliance for three years, with a background in data analysis for more than eight years.

Hermione Mackelworth, Communications and Stakeholder Engagement, DEFRA

Hermione Mackelworth is part of the UK Department for Environment, Food and Rural Affairs (DEFRA). She works on UK REACH policy delivery, in the External Communications and Stakeholder engagement team. Prior to joining DEFRA, she had 9 years of experience in market research, working with a variety of clients including automotive, fast-moving consumer goods, and media. 

Madalina Laxton, Policy Officer, European Commission

Madalina Laxton is the policy officer leading the upcoming revision of the RoHS Directive at the European Commission’s Directorate General for the Environment. A lawyer by training,  Laxton has broad experience in government, policy and diplomacy (environment and European affairs), international consultancy (law and policy in the fields of human rights, justice and environment) and international relations and multinational organisations (European Commission and the United Nations). 

Dave Turk, Data Collection Branch Chief, Data Gathering and Analysis Division, Office of Pollution Prevention and Toxics, U.S. EPA

The Data Collection Branch oversees regulatory and policy activities for the Toxics Release Inventory (TRI), Chemical Data Reporting (CDR), and certain Toxic Substances Control Act (TSCA) activities authorized under Section 4 and Section 8. Prior to this current role, Dave had served as the Branch Chief for the Regulatory Development Branch of the TRI Program for four years. Throughout his ten years at the EPA, Dave’s work has included participation in rulemakings, designing improvements to IT systems, and developing policy responses. 

Kelly Scanlon - Moderator, Director, Environment, Health and Safety Policy & Research, IPC

Kelly Scanlon leads IPC’s advocacy efforts as the association’s director of environment, health and safety (EHS) policy and research. She works on IPC’s Global Government Relations team in Washington, DC. There, she coordinates with IPC’s North America and Europe Government Relations Committees and the EHS Committee to develop robust policy and research agendas. She has her doctorate in public health and she is a certified industrial hygienist.

Paul Tennant, Enforcement Manager, Office of Product Safety and Standards, DEFRA

Graeme Vickery, Senior Policy Advisory, DEFRA

Graeme Vickery filled a number of roles in Government before taking an international position in the U.K.’s automotive industry body. He returned to Government in 2006, working on a project to maximize opportunities for U.K. businesses arising from the London Olympics. Since 2010 Vickery has led on policy in relation to waste electrical and electronic equipment (WEEE).  Now at the U.K. Department for Environment, Food and Rural Affairs (DEFRA), Vickery leads a team covering Restriction of Hazardous Substances (RoHS) and producer responsibility legislation for batteries and vehicles.

Joel Wolf, Risk Management Branch Chief
Office of Pollution Prevention and Toxics, U.S. EPA

Joel Wolf serves as the chief of the Risk Management Branch 1 in EPA’s Office of Pollution Prevention and Toxics. In this role he is responsible for implementing the provisions on existing chemicals under the Toxic Substances Control Act. His work involves engaging with industry, the public, NGOs, and other interested parties to effectively develop protective and practical regulations to manage the unreasonable risks from chemicals. He also is responsible for Significant New Use Rules (SNURs) for existing chemicals.
